Bandwidth stealing

We are having a LAN in my college with good speed internet connection.
There is central server that provides internet connection to all
systems.All systems are too slow except my friend's system that is too
fast..I think he somehow stealing the bandwidth..is there any software
to do this..please help me.

No software, no, but a generally recommended solution is to improve the
sysadmin-user interface using a good bottle of single malt Scotch.

Yes and no. There are tools like packet sniffers and network
management protocol, but if you don't already know about them,
it's not likely you would know how to use them without alot
of research. If you have a competent person running the network,
let them worry about it.

He could just be using the same bandwidth more efficiently, like
using compression.

I'm writing an application that's bandwidth intense. My available bandwidth is 1.5Mbps (cable modem) and I know I can reach around 1.4Mbps, if not more. The application I am writing right now simply connects to a newsgroup and downloads the headers. It doesn't do any more specific programmming after that. However, the app will use, at most, 100kbps bandwidth. I'm hoping that it can run much faster than that and reach somewhere close...
