what does __declspec does exactly?

Hi all,
I have doubt, as what does __declspec (dllimport) or __declspec(dlle xport) does?

If add these only the functions of a dll are exported or imported right? So what exactly does these do, what specially happens to those function?

Basically I would like to know the mechanism behind them.....

Some information will be of great help....
