Step 1: install Linux - during the installation process, choose a root

Step 2: you can now "r00t" that machine any time you like, simply by
logging in as root.

Step 3: go look up the difference between "hacking" and "cracking".

The way the OP has phrased his question leads me to believe that he's
probably neither interested in the ethical aspects of hacking nor in
ethical hacking.
