parser generator which supports unicode?

Hallo!

Does anybody know a parser generator that supports unicode (UTF-16), and
is based on something like ICU. The parser is used in a platform
independent and cross-platform communicating application.

Unicode in what sense? In the parser?

A parser takes a stream of tokens, not characters. Characters are
tokenised by the lexical scanner. Differences in the character used
to express a concept are a low-level syntactical issue, not a semantic
one. The lexer should deal with the character set used. In fact,
it's probably simplest to deal with it before the lexer even sees it.

Post this question to comp.compilers it will pop up in a couple of
day, the moderator is not on holiday as far as I know.
