I don't know, but may I suggest instead Digital Mars C++
free download from http://www.digitalmars.com
Targets DOS and is a far better compiler than the moldy oldie.

It's true if the "someone" is Microsoft.
You can get a copy of VC++ 1.52 via a subscription to MSDN. At least in
most cases, if you own the current version, you can get an older
version of your choice from Microsoft for a nominal fee ($10US, IIRC).
I'm not sure if MS still has versions as old as 1.52 for this or not
though.

No, it's not true. It is a copyrighted commercial product and
Microsoft has not released it to the public. And it is off-topic
here, because how to get a copy of a particular compiler is certainly
not defined by the language.
Microsoft used to have a program to support programmers in your
situation, needing to support programs with older version of tools.
They allowed them to purchase a current product and use the license to
run an older version instead. They provided the older versions at a
very nominal cost under this program.
I have no idea whether or not they still have such a program, and
whether or not the compiler you are seeking is included. Contact
Microsoft.
