.NET Trust Questions and Problems

Hi, I have created a program that uses asynchronous sockets (and other
stuff, don't even know if thia part is relevant).

When I go to bind the port, I get a securityexception:

Additional information: Request for the permission of type
System.Security.Permissions.SecurityPermission, mscorlib,
Version=1.0.5000.0, Culture=neutral, PublicKeyToken=b77a5c561934e089
failed."

I found this in the Knowledge Base:

I got the hotfix from Microsoft and it did not help. I also applied
..NET Service Pack 1. It did not help. I know the hotfix says it is
for a "partial trust enviornment." What is that? I could not find
it. Sorry.

Finally, I had to use the .NET Configuration Wizard, navigate to the
program and up the trust level from "No Trust" to the next level up.

The program ran fine.

I am not really sure what to do here. What would cause this? Better
yet, How can I fix it? Thank you for your time.
