Warning "not contained within a project that supports code"

When I compile a WinForm app I get the following warning:

The file
'C:\Data\Custom erProjects\Inte evo\Projects\Al terEgo\AlterEgo \WizardStepCont rols\SceneSetti ngsStepControl. cs'
does not support code parsing or generation because it is not contained
within a project that supports code.

I am a bit confused by this. It's a UserControl within a WinForm app. In
what way is this a project that does not support code?
