Question about VS.NET 2005 Setup & Deployment package options.

I have a Setup & Deployment project that results in an MSI and
Setup.exe. When I run the resulting MSI if a previously installed
instance exist the default behavior is for the MSI to prompt and ask
me to "Remove or Repair" the existing install.

Instead, I would like for the installer to prompt the user that an
existing instance was found and then for the app to ask the user if
they would like to overwrite the existing instance.

I realize that the default behavior allows the user to accomplish this
by allowing them to remove, but my client has a strict user interface
requirement that must be met. Would I do better to seek a third-party
install tool?
