read data from smartcard

we have a national ID card here which is on a smartcard and I want to list
and read all the open data in the open layer because the government here
provided a dll file which reads few data fron the open layer.

I can get the service installed by issuing a "scardsvr.exe install" from a command prompt & the service looks like it starts up, but the Smart Card Resource Manager doesnt want to work.
