Create a window in 3rd Party App

I'm trying to create a window in a 3rd party application. What do I
mean by window? Well what I want to create a simple "window" that is
"overlayed" over a 3rd party application ie. Internet Explorer. I want
to be able to draw anything I want to. It has to move when the browser
moves and such(including minimize and maximize). I believe there are
two ways of doing this. The first is create a regular form and
capturing the moves and actions of the 3rd party app and move my form
accordingly. Or create a window within the process of the 3rd party
app. Not sure how to go about this.

Does anyone know how to tackle this problem?
