How do I get vertical scroll if I draw beyond bounds?

I made a custom user control which is supposed to be my own little simple gui
data table and I extend from UserControl and set it's autoscroll property to
true yet as I draw outside the vertical bounds and my grpahics are getting
clipped it's not providing me with vertical scroll bars...

also does anyone have any general tips on how to handle drawing for
something like a data table? For example, if someone selects one row, and I
want to highlight it, how do I change that row's background without going
through and redrawing the entire table?
