How to make Docking menu/toolbars in WinForms 2?

How does one make docking toolbars and menus? I had high hopes for the
toolstrip container but it appears that it only allows a toolstrip or
menustrip to be moved from one of its edges to another instead of providing
a mechanism whereby the entire strip can be picked up, moved around in
relation to other strips or even completely off the application altogether.
Is there some existing mechanism that I can use or is it necessary to build
this from scratch?

I am looking at how to float the toolstrip as well but it is not mandatory
to me.

I'm looking for something that allows windows to not only be docked but to "popout", much like the Solution Explorer or Toolbox in Visual Studio.NET.
