Sounds dangerously close to a those unwanted software that you can't
get out of your system. Makes me want to throw something to the people
who write them.
If you have legitimate need for the file to be not removed in a
business environment, try remove the end user's permission to stuff
around with the installation via group permission.
Or just terminate your application when it detects crucial files are
missing and tell the users to re-install.
I typically never see end-users deleting files in the program folder
that _should_ be there. Most end-users don't know what the files
are/do and wouldn't touch any of it as long as it works.
