File Transfer Manager launching error?

I'm trying to download a file from the MSDN subscribers downloads, but I get
the error:
"There was an error launching File Transfer Manager.
Please try again later or contact help provider"

I have WinXP + SP2

How can I fix it?
How can start the "File Transfer Manager" manually?

I was downloading from the MSDN subscription site and used the File Transfer Manager, and was wondering if that was something I could use for my site? Is there an API that allows me to build this functionality into my website? My problem is that I have a site that has hundreds of files on it, and my customers would like to select 5 or 6 of them and queue them up to download. Is this possible?

Hi; My ASP.NET app (C# calling J# under .net 2.0) creates a png file in a subdirectory to display as part of the created page. However, the bitmap will not display due to a security violation. Everything is the default settings I believe. IIS is running under Local System. In IIS the DefaultAppPool is running under Network Service.
