the technical details of what you want to do are unclear. However, you
appear to be asking if the tool licensing will be a problem. Don't worry
about the tools. C# can do this for you. C# itself is free (included with
the framework) as is the SDK. The developers IDE is not free. That would
be Visual Studio.Net 2003 (at this time... a major new version is in beta).
With C#, you can develop components that run in the environment you mention.
One developer workstation can develop all of the components and distribute
from there.
You'd need to purchase one copy of the development environment for EACH
developer. After that, you are done. There are no license fees, on a per
user basis, to use the code you produce with these tools.
You will also need to purchase copies of the Operating System for your
development and test environments. I strongly suggest that you are best off
purchasing one copy of MSDN Universal to get a copy of all of the tools for
development (this will also give you a full copy of Visual Studio
Enterprise, which includes Application Center Test). You also get a
one-year subscription, so any updates will come your way (we expect some
pretty big updates).
If you purchase Third party tools, like networking controls or connectors to
other applications, the idea of free licensing may not apply. Evaluate each
component you purchase seperately.

Desktop Server (may be Terminal server). But the difference, insted of
