How do I tell if my phone is "smart enough" to run C# apps?

Hi,

If you have Smartphone 2003 version then you can run C# apps.

My question must be really stupid, but what I was looking for is maybe a list
of phones that have this capability. For instance, I have a Motorola V400
that runs java apps and can surf the web, but I don't even know if that's a
smart phone or not. Thanks.
