Create private queue remotely?

I'm accessing a private queue in another machine and if the queue does not
exists in that machine, i would like to create the private queue.

Example:
MessageQueue newmsg =
MessageQueue.cr eate("FormatNam e:DIRECT=OS:ell a\private$\newq ");

i encountered an error: unable to create queue.
please advise.
