How to support multiple layouts in asp.net?

Hello,

I am looking to build a website that can have the elements of the page
move around based on user. For example, in a 2 column layout
switching the 2 columns or moving an image from the bottom right to
the top left. What is the best way to do this? Web parts? I was
thinking of having multiple .aspx pages with the same aspx.cs code
behind. The .aspx pages would hold the structure for the page with
literals for the content and the aspx.cs would populate the literals
with content.

Any help would be appreciated.
