Confusing error message

In design view of an aspx page I have an Ajax Toolkit
ToolkitScriptMa nager control. The markup for this is
<%@ Register Assembly="AjaxC ontrolToolkit"
Namespace="Ajax ControlToolkit" TagPrefix="cc1" %>

When I look at the design view I have an "Error Creating Control -
ScriptManager1. I have just updated SP1 for VS 2008.

The error message is very confusing:

System.Web.UI.S erviceReference Collection must have items of type
'System.Web.UI. ServiceReferenc e'. 'asp:ServiceRef erence' is of type
'System.Web.UI. ServiceReferenc e'.

Seems like the right hand does not know what the left hand is doing.

Hi, Unlike some people I have read about in this news group, I am having trouble turning off debug.... but the error message seems to indicate the opposite.
