You don't mention whether you're expecting said framework to be free.
If not, you can license the framework behind Blogabond. http://www.blogabond.com/
Community Server is a well known community platform, many sites
including http://www.asp.net/ run on it.
You can get source code for it and host a non-commercial site for free
(but you must display the CS logo somewhere on your page). Other than
that, if you want to get rid of the logo, use it for commercial purposes
and remove some of the basic restrictions (the restrictions won't be a
problem for personal use), then you need to get a license. http://www.communityserver.org

"Social Networking Framework" is a pretty big buzzword. You already got
answers suggesting Community Server, which hosts blogs, forums, etc. Is that
what you want? Or do you want something like Digg, Del.icio.us, StumbleUpon,
Twitter.....
