How do you create a solution file using Web Developer Express 2008

Is it possible to create a solution file using Web Developer Express
2008 or am I left to only copying the files to the server manually?

How about using the Publish command? I'm not sure which menu that's on since
I don't use Web Developer Express.

And, what does a solution have to do with copying files?
