Can Encrypt web.config but website can't read values

I've encrypted the appsettings in my web.config file using the following
command:

C:\WINDOWS\Micr osoft.NET\Frame work\v2.0.50727 >aspnet_regiis. exe -pe
"appSetting s
" -app "/passwordReset"
Once I do that though my webapp can no longer read the values out of the
web.config file. I'm retrieving the values using
System.Configur ation.Configura tionManager.App Settings[value]. Shouldn't
asp.net 2.0 decrypt the values on the fly? Do I need to be doing somethign
else?

Also if I run aspnet_regiis.e xe -pd . . . it decrypts my web.config file
just fine and everything works as it should.
