how to build a website which a client application can post XML data to?


Hello,
I need to build an http server that clients can post xml data to.

The server requires authentication via username and password .

It may also require "client certificates", but this is no absolute
requirement.
I have tried webservice with "http get/post" (no soap) but the other end
does not seem to be able to call a method.
Can someon help?
