Unable to publish web site

My web site compiles fine. Tihs was a VS 2003 working application that was
converted to VS 2005. When I try to publish to a directory I get a "Data at
the root level is invalid." error in the published version of web.config line
1. The contents does not reflect the real web.config. I am able to publish
other web sites.

Published version with error looks like:

vti_encoding:SR |utf8-nl
vti_timelastmod ified:TR|08 Aug 2004 19:02:17 -0000
vti_extenderver sion:SR|4.0.2.8 912

My version looks like (vanilla web.config):

Hi Todd,

This sounds like the work of FrontPage Server Extensions. Try
disabling them and deleting any _vti* folders from your webroot.

Delete
<Your project>/_vti_cnf/Web.Config

and try again.
