Customize user control

Does someone know how can I make a user control which allow me to
customize it like a datagrid or a repeater ...
For example, I would like to call my control in an aspx page like this

<Header>
<table>
<tr>

<Item name="item3" value="value3" />
</Items>

</Footer>
</TAG:MyUserContr ol>

In this way, <Header> and <Footer> tags are set like templates for the
control, and the body of the control is rendered by a repeater in my
..ascx file using datas set into <Items> tag.

I can't find the way to use what I set into <Header>, <Footer> and
<Items> tags. I'd like to know if it's possible with a user control and
how to do it, and if it's not possible, how to do it with a custom
control.
