Strange results from Server.UrlEncod e

I am using Server.UrlEncod e to make a piece of data safe to use as a
QueryString. The data I am using is as follows:

ratedpoem("titl e")
Which returns the following String:

"An Expression I Can't Show"

This is the String that I expected and wanted from this collection. I then
place the code inside the Server.UrlEncod e method as follows:

Server.UrlEncod e(ratedpoem("ti tle"))
Which returns the following string:

"An+Expression+ I+Can%e2%80%99t +Show"

Notice that the Server.UrlEncod e method replaces the single quote with the 3
character codes rather than one. Why does this return 3 character codes?
