Programmaticall y Creating new windows user accounts

I would like to create a web form that gives administrators the ability to
create and modify windows users on our server. The problem is that I am
having trouble finding examples of programmaticall y creating/modifying
windows user accounts - does anyone know of a .net library or windows API
that does this?

We do not currently use active directory on this server - however I believe
ADSI has some support for this so if that's the only option I'm planning on
promoting that machine to its own domain controller and exploring that
route.

Any advice or direction is appreciated! Thanks in advance,
