Names Table. Implementing / Help

Has anyone ever come accross documentation / examples of implementing
names tables?

Our software is usually sold to local governments, but now public
businesses and lawyers are purchasing it as well ,and we have to change
the way things are named within the system.

The best way to do this is with a Names Table. It seems pretty straight
forward to develope and implement, however I was wondering if anyone
knows any links / sources for documentation that I can read about so I
don't make mistakes that haunt us down the road.
