High bit characters appearing in email

We have developed an email sending program. However we have started getting
feedback from clients that high bit characters are displaying in our emails
when they are sent to hotmail etc.

We believe this is due to the fact that they are putting content in from
Microsoft word and the " and ' are the high bit differently shaped ones that
word uses. I'm about to look at writing some routines to parse these
characters out, but before I started I thought I would find out if there is
anything I can do (like set an encoding type) that would allow me to do this
more easily and efficiently.

Any feedback on this would be greatly appreciated
