It depends on your requirements.
Certainly you can build a CMS in ASP.NET. Do a few google searches and
you'll even find some free open source apps that might meet your
needs.
The questions is how much time and money will it take to build and
maintain the features you require compared to how much time and money
will it take to purchase, install, learn, customize, and maintain a
new CMS system. It's a simple equation ;)
