how to use a user control in web site designed with Visual Studio2

Hi, I am trying to create a web site with VB.Net. I downloaded an editor
FCKEditor from internet and referenced its dll file from my project. It
appeared on my toolbox and I put it on my page.
I put the "FredCK.FCKedit orV2.dll" file under the bin directory that is
under my projects directory (Not under wwwroot)...
When I tried to run my page "http error 404 - not found " error raised..
I tried to put the physical dll file in the same level with my aspx file
but nothing changed.
What's the problem with my application?
Please help..
