Asp.Net Form Design ?

I have a need to hire Web Designers who do nothing but design plain web
forms in ASP.NET format. Unfortunately, most of these folks do not know how
to use VS.Net 2003 to design Asp.Net forms. Majority know Dream Weaver very
much! Some also know MS/FrontPage.

Here is what I plan to do: Let Web designers draw out the Asp.net forms
using the developer's database structure as input for field names/edit
controls. Once done, compile it and hand the forms to the developers for
futher processing such as code behind....

I like all Database fields to be in Asp.Net/Web controls, such as TextBox,
DropDownList and so on... Not to be in Html controls. One of the reasons is
that one has to manually set all Html controls to have them run@Server so
that validator controls can see them, this is too laborious a task.

So, my ? is: Do you know any tools that can hanlde this task (Asp.web form
design) fairly straight forward ? Many forms are very complex (health forms)
and I need the developers in charge must know how to modify these forms in
the future because the web designers are short term people (got the form
made, collect $ and run).

the lastest version of dreamweaver supports asp.net forms.

I have a form with a Form1_Load() Subprocedure and no other code. For some reason, the design view does not come up. If I add a new form, the design view does come up. The form does appear when I execute the EXE. The design view for this form use to come up but I'm not sure when it stopped appearing.
