Access denied (.NET website was running until...)

I have several .NET websites running successfully on Windows 2003 Sever/IIS6
for over a year now.

Today I decided to change my anonymous FTP site access using specific
'granted' or ‘denied’ IP addresses to 'non anonymous’ and require username
password access. I created a user account and gave it the file permissions,
tested and FTP site access works fine (again).

Something done brought down the .NET websites! Now when attempting to
access website I receive an IE webpage that says, “Access is denied”.

A couple clues maybe:
1) Windows 2000 client can still run and debug VS.Net web apps and access
Windows 2003 server and MS SQL Server fine.
2) I don't think this is an IE or XP SP2 or client problem at all.
3) Tried changing ftp site back to anonymous access but that web site still
denies access.
4) The error happens quickly... the server is not doing much!

Does anyone have any ideas? Has anyone experienced something similar? Any
logs to view or trace utilities to run.

Have you checked and made sure that the ASPNET user account has access?
Typically you'll have both the IUSR and ASPNET accounts.

I have a script that I've used elsewhere and it always works fine. It uses CDO not CDONTS. IIS settings seem to be the same as on other servers that have websites running the same script. When the form is submitted it runs until it gets to the send line. Error says access denied. The script's access is set the same as the rest of the site. Getting very frustrating as I am out of my depth here.
