In asp.net ,"excel.applica tion"cant create ,it displayed "Rfuse Access"

In asp.net with vb.net,I can't create a excel object,such as
excel.applicati on,excel.workBo ok,excel.workSh eet.
It displayed that "System.Unautho rizedAccessExce ption Refuse Access". I have
import "Microsoft Excel9.0 Object Library", aspnet user have all data
operation.

What Problem it is?How to resolve this problem?
