Urgent Pls: Facing problem in reading Log information from Log file, created by IIS

Hi,
I needyour help.Its urgent.
My main aim is to log the site activities in a database at runtime.
I'm using W3C Extended Log File format for logging information. I can use
ODBC Logging directly but I want cookies in place of IP Address. And Cookies
are available only in W3C Extended logging format.
Anyway, the IIS is creating the log file in
D:\WINDOWS\syst em32\LogFiles\W 3SVC1 folder correctly.
Now I want to read text from this file & manipulate it and store in
database. For this I developed an windows application which will use
STREAMREADER to read contents of log file.
When one of the web application, which is host at this server, is running &
at that time if i try to read from log file then I'm getting an error of
"ACCESS DENIED : FILE IS BUSY WITH OTHER PROCESS"

If i stop the website, then after 2-3 mins, i will be able to read from that
log file.

What to do here...Can't we change the permissionsof the log file?
Pls reply soon. Its really urgent.
