How do I form this ASP:Hyperlink object?

<asp:HyperLin k id="ORDER_ID" NavigateUrl= '<%#
DataBinder.Eval Container.DataI tem, "ORDER_ID") %>' runat="server">

<%# DataBinder.Eval (Container.Data Item, "ORDER_ID") %>

</asp:HyperLink>

</td>

I can get the database item to show up in the link, but of course
that's it here. I want to put a real link like:

NavigateURL=htt p://localhost/virtualdirector y/thepage.aspx?it em=THE_DATABASE _ITEM

but if I form the object this way I get a string, not a link with the
database item.

I need a link with the database item. If you can help, it is
appreciated. Thank you.
