Needing Help with a webpage

Hi

Some action should be done by user (such as button click)
then only we know whether use has read it or not

create something that will do two things, first it will
keep a webpage open until it is read, second it will log
that users user name so we can keep a record of who readsit. Therefore, that page won't bother the user if he/shehas allready read it. Does this make since?
