The designer could not be shown for this file... (Smart Device development)

I installed "Visual Studio.NET 2003 Special Upgrade for Version 2002
customers". At the time of this posting, this is the latest version
available.

When I go to create a Smart Device application using C#, the IDE shows the
designer window with the error message:

"The designer could not be shown for this file because none of the classes
within it can be designed."

After reading other postings in this and other newsgroups about others
having this problem, I tried their solutions but to no avail. I did of
course have Visual Studio.Net 2002 installed previously but removed it. I
also had some other MS tools for doing mobile development work installed but
removed those as well.

There are no references in the project and when I go to display the list of
available references, it is empty, which is exactly what others have
reported.

Any ideas?

I have created a 'smart device appication" project. (C#) and added a component class. I expected the component designer shows, but I couldn't see. And there is no menu item like 'view designer' in the context menu in the solution explorer. I have a project that is working fine: Compiles fine, and runs fine. 13 forms and 3 modules, besides Assembly. It is a smart device (Pocket PC) app. Often some of my forms will NOT open in the designer. In solution explorer the show just like regular modules. When I load the project everthing opens up just like I left it. In fact two of my forms are OPEN in the designer even though solution explorer shows those two wrongly.

Hi, I have a class (say O1) that overrides System::Windows::Forms::UserControl and then another one that overrides O1 (call it O2). O2 used to work with the Designer as it was inheriting directly from UserControl (and was created using the wizard) but since I inserted O1 into inheritance tree (without resx, straight override) I get the error pasted at the bottom when trying to open O2 in Designer.
