Low internet Speed

The problem is with the Internet speed in our house. we have a 10 Mbps
connection which is used by around 10 people. When anyone used to
download stuff using torrents the internet speed used to crash for
everyone so we decided to give static IP to everyone's computer. It
was working fine but one guy did some settings to his computer like he
never has problem with Internet speeds ever. like past six months
everyone else is having problems with internet speeds and this guy is
happily sitting in his room and using internet like as if he is
sucking all the bandwidth . i am not able to find out what he has
done. when we are using internet, we can come to know when he is using
it as the speed increases and decreases. i searched for it on internet
and some thing like Virtual IP (VIP) used to come up always
if u can help me with this or identify me what he has done and we
could try to do the same. Either it would help us increase our
internet speeds or crash everyone's including that guys.

Sneak into his room and disconnect the wires in the wall plug. Then if
that dosen't work, try posting in a group related to this issue. This
one is about a database program called MS Access.

I vaguely remember something from way back in the past. It might have
had something to do with a discussion between Token RIng vs Ethernet.
The person was talking about the bossman who had his priority set to
high, the grunts to regular. When the bossman was on, his network
response was blazingly fast, the others went to slow. So this might be
setting up the network to recongnize that when a particular user
requests something, it gets high priority bandwidth and the others are
degraded.

I'd check with some network newsgroups. They'd be able to provide the
specifics.
