Access Database vs. Acess Project

Looking for the pro's and cons of building as a project or database. The new request is to build a Contract Review system that will eventually be accessed via an intranet. My initial thoughts are to build it as an Access Project, but I have absolutlely NO experience at this. I have minimal experience building in database.

I never used an Access Project myself so I can't be much help.
I do know that it uses a more standards-compatible (ANSI-92 SQL) interface so may give you some problems if you're used to working with Access, but will be more similar to working with SQL Server (and probably most other Back-End SQL systems).
