background Access script 100% CPU usage

I have an Access database which activates a procedure to scan and
import emails when the user isn't using the application. It uses the
Form_Timer event for this. But if the user is in another application
for a while, the procedure starts up and scans the emails from Outlook.
But it takes up a lot of the processor so the user can't even use the
other application they are using. Does anyone know how to make it not
take up 100% of the CPU?
