Locally using Access and IIS

I am wanting to run a local website with data access using MSAcces
because I have never used MySQL offline. If I dont have MSAcces
installed am I able to still run my website using a mdb file

If you mean Data Access Pages then you need a local copy of Access. If you just mean access the
data in an MDB file eg from ASP then no you don't.
