Cannot open a database created with a previous version of your application

I am trying to open with Access2013, recently installed on my Windows7 PC, an already existing Access2003 database, protected through a .mdw file, and get the error message "Cannot open a database created with a previous version of your application".

I am launching Access2013 with the following shortcut:

"C:\Program Files (x86)\Microsoft Office\Office15 \MSACCESS.EXE" /wrkgrp "myfile1.md w" "myfile2.md b"

When I run Access2013 by simply using the standard icon, I can create a new database in 2002-2003 format, and then reopen it without problem. I can also open this new database with Access2003 (I have both on my PC).

I guess something is wrong with the installation, but what???

There's probably nothing wrong with your installation. Your workgroup file was probably created in a version prior to 2003. Open up the mdw and resave it in 2003 format.
