Why does Common Dialog Box in my Office VBA applications refuse to run in Windows 7?

When my code calls comdlg I get the following message:

Run-time error '438':
Object doesn't support this property or method

This reference is included:
Microsoft Common Dialog Control 6.0 (SP3)
which is found in C:\Windows\SysW OW64\comdlg32.o cx

C:\Windows\SysW OW64\comdlg32.d ll is also present on the computer, but References refuses to accept it.

When I try to insert this ActiveX Control I get this error:
You don't have the license required to use this ActiveX control.
To obtain the appropriate license, contact the company that profides the licensed OLE object or ActiveX control.

Any help would be appreciated.
