Clipboard Toolbar interferes with Access forms

I'm working within the Access window because my program isn't quite completed. Some of my forms almost fill this space, which is as large as my monitor will support.

If the Office Clipboard tries to exceed 12 items, the Clipboard Toolbar is added to the other toolbars at the top of the Access Window as a new row, and I get a message that the Clipboard can only hold 12 items, do I want to delete the oldest item.

Some of my questions are Windows questions, but to limit to Access, how do I prevent this from happening.

When this happens, the form displayed may no longer fit in the Access window. Those forms that do not fit are resized to fit, by changing the form height property. Because there are no scroll bars for the forms, the form is positioned in the new frame by Access by truncating the top and/or bottom. This may make some controls not accessable, as they are no longer visible.

Finally, Access saves the form height.

To UnDo this, I must:
1)Clear the Clipboard or this will happen as soon as I use the Clipboard again
2)Drag the Clipboard toolbar away from the header, so it is undocked
3)Close the Clipboard toolbar
4)Switch to design view for the form affected
5)Drag the borders to resize the form
6)Save the form
7)Switch to form view and continue working

How do I prevent this toolbar (and message) from appearing?

The problem re-occurs each time the Clipboard tries to exceed 12 items.

I have my Office Clipboard as an item in my System Tray (with the clock).

I right-click on it and select options. From there I can specify what happens automatically. I've cleared "Show Office Clipboard Automatically" and I get no such problems.

I'm using Office 2003 though. I don't know how similar that is to yours.

This is getting off-topic, as the Clipboard is part of either Windows or Office.
Much as I would like to learn how to retreive other than the current data, I'd like to keep to my discussion to having the form remain the same size.

I have tried to recreate this problem using View->Toolbars->Formatting but when that toolbar is added, my form is dropped to allow room for the toolbar, and a scrollbar is added to the Access window. Removing the toolbar does not remove the scrollbar or move my form up to the same relative 'Top' as it had. I must do that manually.

The difference is that when the clipboard toolbar appears, it is already docked. Viewing the formatting toolbar, it appears undocked and must be manually docked. Don't know if that is the difference. Since testing, the clipboard toolbar is now appearing undocked with the same result as with Formatting.

I have Office 2000 and XP.
