Mouse Wheel Off Issue

I have an Access 2003 database I developed for one of my departments. I have been using Stephen Lebans' MouseWheelOnOff system to turn off the Mouse Wheel without any issues since I developed the database. Recently my IT department replaced all the PCs and now I am having issues with the Mouse Wheel Off.

If one of the radio buttons has focus, the mouse wheel works and scrolls to the next record. If one of the text boxes has focus, the mouse wheel off works correctly.

Any ideas?

You may now be working with Vista instead of WinXP and I have no idea what could be wrong.

All PCs are still running WinXP 32bit. I tried installing same mouse drivers as were on the previous PCs and still not working.

I've been using Stephen's hack for a number of years without encountering this, and, in fact, can't reproduce it running Access 2003 under Windows XP. The symptoms are so strange, it working if a textbox has focus but not working if a radio button has focus, that you almost have to consider corruption of some sort.

Anytime you have software that suddenly fails after moving to a different machine or to a different install of Access (such as re-installing it after getting new machines) you need to think about missing references, but I can't really see that as causing it to sometimes work and sometimes not.
