Turning Add-ins on or off in Access 2007

Hi,
I'm using an Access 2007 database which has been converted from 2003.
In 2003 it had custom toolbars. When I converted to 2007, the custom
toolbars were displayed as "Add-ins".

I have 30 users who can all see these "Add-ins", but one user does not
see them. Can anybody explain why this might be? Is there a way of
turning Add-ins on or off?
