I need a report which will show how many tasks have been completed for each employee and a percent of that based on the total tasks possible.

In your report, you should be grouping by employee, then task. If that is the case, then in your Task group footer, you should have a textbox with its control source set to = Count(*).

Have you tried using DCount or DSum to get the overall total?

Make a query which gives you the overall total you want. It should only return one value or column (overall total). Include this query with the original query/table for the report. You do not need a linking field or column since you want this value included for every column. Do not sum it in the footings or it will exaggerate your totals.

At the employee level, try placing the following expression in the control source of a textbox: = Sum(Count(*)), where Count(*) is the indivdual task count that was mentioned above.
Alternatively, you could use the DCount function as the expression in the control source of your textbox. Domain aggregate functions like DCount can be used to accmulate totals at whatever level you want.
=DCount("[Tasks]", "YourQuery" , "[Employee] = '" & Report!Employee & "'")
=DCount("[Tasks]", "YourQuery" ) 'for overall task count
