Accessing Remote COM Ports (RPC?) Access 2000

The Access DB is located on a server that people connect to through remote connections.

I have to design a phone dialer that dials numbers through a remote COM port. I have the communication with the modem working, but it only uses the local ports and not the remote ports.

I've read up on RPC, but there's very little information on how to actually implement it, and no examples on how to do it in Access that I've found. Does anyone have any ideas?

You're going to find that most of us don't have experience with that. You might want to try one of the more network oriented forums.
