Microsoft Access 2000 has a problem with the Tools menu. Periodically,
all commands on the Tools menu will become disabled, making it
difficult to use its menu commands (such as Relationships, Database
Utilities, Options, SourceSafe integration). I have encountered this
problem on numerous computers running both Windows 2000 and Windows XP.
Shutting down Access and/or rebooting Windows does not correct the
problem. The problem seems to go away just as mysteriously as it
began, but it can take weeks to do so. It's the lack of SourceSafe
integration that bugs me the most since I use Access for software
development. Not being able to make an MDE file also is a problem when
the computer is in this state.
Has anyone else encountered this problem?

No, I haven't, but the first thing I'd suggest doing is to make certain that
you have all the SPs and updates (but I'm guessing you already did that). I
moved to Access 2002 as soon as it was available, but you indicated the same
thing happened to you.
Some functions are disabled, by intent, when you are running and hit an
error or breakpoint. They can be restored by "Run Continue" in the module
Window. That is, when you leave "break mode", you have full function.
Could that be your situation? It's the only thing even close that I have
encountered. It is possible that some other application has corrupted or
overwritten some .DLL. If that is the case, uninstalling Access, getting the
"cleanup" code from Microsoft's site and running it to clean the lingering
traces, then reinstalling Access, then bringing it up to date, _might_ fix a
corrupted program or library file.

Erm, have you tried
Right click on the menubar
Choose Customize
Choose Toolbars tab
Choose Database in the list
Click on Reset
Click on OK
The only time I have seen anything like this is when using MZTools in VB,
occasionally menu items become disabled, a process similar to the above
sorts it out.
